I live near the area of Virginia, and I am a beginner photographer and I am wondering if anyone knew of good photo labs. I have no idea, and I want pictures of good quality. Thank you!

With WHCC you need to obtain approval for the account. Try Mpix. I do not think you should approve.
There is also a Costco in your area? I've heard it varies from shop to shop with the technicians, but I was surprised by its quality compared to WHCC and others. Not far.
